FROM LIBERTY HILL TO THE COURTROOM

Jolisa Rouse’s Journey of Purpose, Perseverance, and Justice

An attorney shaped by family, faith, and community reflects on the experiences that inspired her commitment to advocacy and her aspiration to serve Mecklenburg County from the District Court bench.

A DREAM ROOTED IN FAIRNESS

For Jolisa Rouse, the desire to pursue justice began long before law school. Growing up in Liberty Hill, she saw neighbors and community members facing difficult circumstances without the resources or support they needed.

She remembers sitting on the porch with her grandfather and telling him, “I just want things to be fair.” That simple desire to ensure fairness for others never left her. Today, it continues to guide her work as an attorney and her aspiration to serve from the bench.

THE VILLAGE THAT RAISED HER

Growing up in North Charleston taught Jolisa grit, grace, faith, and the power of community. Raised primarily by her grandmother and her grandmother’s siblings, she learned early that perseverance is not about never falling down, but about having people around you who refuse to let you stay down.

Despite financial challenges, her basic needs were always met because of the love and sacrifices of family and community. Jolisa went on to become a first-generation college and law school graduate, a testament to the village that believed in her.

A CAREER OF SERVICE

As a Guardian ad Litem Attorney Advocate and former Assistant Public Defender, Jolisa has represented more than 300 juveniles and more than 600 adults while appearing in over 7,500 district court hearings. Her work has shown her that children need support, stability, and community, and that families need systems that provide both accountability and opportunity. Adults want an attorney they trust and someone who is fighting for them and has their best interests at heart.

FEATURED QUOTE

“Every case is more than a file. Every case represents a person, a family, and a future.”

— JOLISA ROUSE

HER DEFINITION OF JUSTICE

To Jolisa, justice is fairness in action. It means people feel heard, respected, and treated with dignity when they walk through the courtroom door. “Everyone deserves to be treated with dignity, regardless of the circumstances that bring them before the court.”

Her campaign is built on three core pillars: Justice, Diligence, and Respect. She believes a judge must listen carefully, apply the law consistently, and recognize the human impact of every case.

FROM THE COURTROOM TO THE BENCH

Jolisa always wanted to be an attorney, but it was while working as a courtroom clerk in Mecklenburg County that she began to aspire to be a judge. “Day after day, I watched judges help people navigate some of life’s most difficult moments, and I remember thinking, ‘I want to do that too.’”

After more than a decade of practicing criminal, family, and juvenile law, she believes the time is right to serve Mecklenburg County from the District Court bench.
